City of Lakeland or Polk County: who issues your slab permit?
A Lakeland address doesn't settle it. Inside city limits, the City of Lakeland Building Inspection Division issues your permit. Outside them, Polk County's Building Division does. Check your parcel before you apply. We confirm it with you at the estimate.
Inside the city: every accessory building needs a permit, garages, carports, workshops and sheds included. The only exception is a shed 5 feet tall or less and 250 cubic feet or less. You apply through iMS, with plan review in ePlan ProjectDox. Site-built garages and shops need signed and sealed plans, a site plan with setbacks and Florida Product Approval numbers. Jobs over $5,000 need a Notice of Commencement recorded with the Polk County Clerk of Courts.
In unincorporated Polk: any building needs a permit, and so does a slab poured to support a structure. Slabs must meet setbacks from property lines and easements. Expect a site plan, foundation plan, framing or truss layout, elevations and floor plan.

Farm buildings and the Florida 604.50 exemption
Florida Statute 604.50 exempts a nonresidential farm building on land used for bona fide agricultural purposes from the Florida Building Code and any county or city code or fee. Floodplain rules still apply. Two catches: Polk County's Agricultural Exemption Affidavit is only valid with an issued permit, and the exemption never covers a dwelling. A barndominium you'll live in goes the normal permit route.
